Job Overview
TDB Communications is seeking a Talent Acquisition Manager (High Volume) to lead a dynamic recruitment team in our Chester, VA office. This highly visible role will work directly with key stakeholders, including the Project Management Office (PMO), Senior site leadership including HR and operations partners, and the Client, to align on strategic hiring objectives.
The primary challenge of this role is to successfully staff over 500+ employees within the compressed timeframe of a surge hiring period during the Open Enrollment Period (OEP) in the latter half of the year. These hiring goals are contractually required, making it critical for the Talent Acquisition Manager to drive efficiency, agility, and innovation in recruitment strategies.

Job Responsibilities 
Schedule: Monday-Friday, 8:00-4:30 PM
Location: Hybrid (on-site location: Chester, VA)
  • Lead and develop a team of Talent Acquisition Specialists, providing coaching and support throughout the full recruitment life cycle.
  • Oversee high-volume hiring efforts, ensuring staffing needs are met within the defined surge period.
  • Monitor and analyze recruitment metrics to assess the effectiveness of strategies
  • Collaborate with PMO, Senior site leadership including HR and operations partners, and the Client to align hiring strategies with contractual requirements and operational demands.
  • Partner with business leaders to scope open positions and determine what a successful candidate will look like
  • Engage in and oversee the execution of full lifecycle of recruiting, from job requisition to onboarding
  • Utilize diverse sourcing techniques, including social media, virtual hiring fairs, and community partnerships, to attract top talent.
  • Partner with Marketing and Employer Branding teams to position TDB Communications as an employer of choice, ensuring a strong talent pipeline.
  • Drive process improvements in candidate experience, applicant tracking, and data-driven recruitment decisions.
  • Ensure compliance with federal and state hiring regulations, as well as contractual obligations for workforce ramp-up.
